WHOLE HOuse REpair Program
The Program:
The Whole House Repair (WHR) Program expands COVER’s traditional home repair efforts to offer comprehensive repairs for four homes in 2025 and four homes in 2026. The program will help income-qualifying households stay in their homes safely and independently by addressing significant deferred repair needs, thereby saving a home from irreparable deterioration and loss from the housing stock. The program will contribute up to $25,000 per home for eligible repairs at no cost to homeowners.
The WHR Program is made possible by generous funding from the M&T Bank’s Amplify Fund, the Jack and Dorothy Byrne Foundation, the Peter J. McLaughlin and Jane Kitchel McLaughlin Family Fund, USDA Rural Development program funds, and individual donors.

Types of Repairs:
Eligible repairs are those that improve the health, safety, accessibility, weatherization, or energy-efficiency of your home. Specific repairs will depend on the conditions of a home as assessed by COVER staff.
Homeowner Qualifications:
Homeowners must:
- Have owned and lived in the home for at least one year.
- Intend to continue living in the home after repairs are completed.
- Maintain current mortgage and property taxes.
- Have homeowners insurance or obtain homeowners insurance after repairs are completed if previously denied coverage due to the home’s condition.
- Participate in their project by volunteering, helping provide or coordinate lunches (if able), or other means of participation.
- Have income 60% or less of the Area Median Income – see the chart below:
